Toby and I out for a late afternoon, well behaved, 4-block walk. We encountered what I believed to be a drunk homeless person on a bicycle that kept falling down. I took Toby another way, but coming back around, he was still there. I called 911 to come by to check on him which they did. I flagged down the officer who said he seemed to be okay, which I didn’t believe but ok.
